Monthly Billing
In response to customer feedback and to improve customer service, the City of Wilmington transitioned from quarterly to monthly utility bills starting in July 2018. Monthly billing offers several advantages, including easier payment management, improved budgeting, quicker identification of water usage patterns, and early detection of leaks to prevent unexpected bill spikes.

That's why we've established the Utility Payment Assistance Program, designed to support individuals, families, and senior citizens in need.
Our program offers generous payment plans, including possible abatement of penalties and interest for those who qualify. Additionally, we provide direct assistance to utility customers who are three months or more delinquent on bills, offering grants of up to $1,500 per account.

Ways To Pay Your Bill
You can pay your bill:
- Online through our Utility Payments Customer Portal. Here, you can select automatic payments or text to pay
- By calling 311 and asking for an agent
- Using our telephone payment system
- Via mail or through the City's drop box
- Our drop box is located in the lobby of the Louis L. Redding City/County Building, located at:
800 N French Street
Wilmington, DE 19801 - If you are paying by check, please write your utility billing account number on your check and include the bottom portion of your bill with your payment. This will help us process your payment quickly.
